This is what Wikipedia has to say about Nepalese Hindus and dogs:

In Hinduism, it is believed that dogs guard the doors of Heaven and Hell. This is a day when the dog is worshipped by applying tika (the holy vermilion dot), incense sticks and garlanded generally with marigold flower.”And this is what Pat Robertson has to say:
“Nepal—you know, Kathmandu is the place where they beat the dogs 'cause they're so into this reincarnation, they think that the dog was a bad person in a previous life, and they beat him to make him unhappy.”Hmmm…who should I believe?
